Association “Ukrkondprom” totally against the Law of Ukraine “On the domestic trade” in its current version. This is stated in a letter to the Association of the Ministry of Agrarian Policy and Food of Ukraine 30 January 2013 year.

Association "Ukrkondprom" stresses, what fundamental concerns of producers, who previously expressed, in this edition, as in every previous, not included.

Articles, providing unjustified Minister's rights in relation to the establishment of rules of trade, as well as penalties for violations, and those, providing input additional reporting for business entities and introduce many additional constraints in the domestic trade, which creates unequal conditions for small and medium businesses, directly contradict the President of Ukraine declared course towards deregulation of the economy and reject our country back to the World Bank on business.
The draft regulations are openly discriminating against the individual entrepreneurs, who are on the simplified taxation system. For example, for trade activities in stores with an area of more than 200 quarter. meters, businesses must apply only the general system of taxation.
The draft law "On the domestic trade" is characterized low quality regulatory material, not in accordance with the principles of legislative activity. So, contains a large number of rules vidsylochnyh, individual articles or duplicated in conflict with the provisions of the Civil Code, of Laws of Ukraine "On State Registration of Legal Entities and Individual Entrepreneurs", "On Government Oversight (control) in economic activity ", "On the licensing system in the sphere of economic activity", "Consumer Protection" and some other laws.

The Association notes, that the Federation of Employers of Ukraine and the Council of Entrepreneurs under the Cabinet of Ministers of Ukraine 25 July 2012 y. conducted a roundtable entitled "Defining a common position on business law" On the domestic trade ". This measure, representatives of relevant trade associations companies opposed the adoption of the law and stressed the impossibility of finalizing the proposed wording.
The association also notes the Minister's unclear approach Ukraine to form working groups to discuss this bill, followed by them from the real sector includes industry associations, representing dozens of the industry, but have a conventional voice, in time he, as a trading sector are separate entities, and only by large retailers. This creates the illusion of a balanced debate on such "working groups".
In this regard, on behalf of confectionery, krohmalopatokovoyi and food concentrates industries Ukraine please do not negotiate the specified version of the bill "On the domestic trade" and make a proposal to study the issue of development essentially another version of the bill or the possibility of solving the urgent problems of relations between producers and retail chains through changes in existing legislation.
