Президент ассоциации производителей кондитерских изделий Укркондпром Александр Балдынюк в интервью корреспонденту LIGABiznesInform рассказал о том, Why Ukrainian confectioners live unsweetened.
– What dynamics they are shown in 2012 , the Ukrainian confectioners?
– In 2012 year, we have maintained production at a level 2011 of the year, but compared to the 2010 year production volumes below.
In January-November 2012 year produced 977 thousand. тонн кондитерских изделий всех видов. In this case, flour and chocolate products produced on 2% and 1% more than a year-to-year, and sugar confectionery – by 5% less. Объем экспорта за период составил 346,9 thousand. tonnes (+1%) or 6,94 mln. (+1%). Крупнейшим покупателем украинских сладостей остается Россия: exports to that country grew by 10% in kind (before 171,6 tonnes) and 5% (before 3,88 million. USD.) – in money. The second volume of supplies has become Kazakhstan.
sweets imports to Ukraine dropped by 2%, before 54,2 thousand. tonnes, wherein 50% imports accounted for chocolate products. lion's share (67%) all imported sweets came from Russia (36,2 thousand. tonnes). Потребление кондитерских изделий в Украине за январь-октябрь сократилось на 1%, before 577,3 thousand. tonnes, saharystыh – by 4%, flour – by 1%, and chocolate – increased by 1%.
– Whether these data suggest a decrease in incomes of Ukrainians?
– apparently, Yes. The purchasing power of Ukrainians is very much reflected in the sale of confectionery products. Ukrainians them yet consume less, than, for example, Europeans. The potential for market growth has, but important, чтобы росло благосостояние населения, while significant changes in this respect, there is no.
– Whether improved conditions for doing confectionery business?
– Not. Economy in Ukraine remains excessively overregulated, governance philosophy – flawed, corruption – extremely high. All this, ultimately, It constrains the development and reduces our competitiveness.
– exporters возвращают НДС?
– Only partially, and only after lengthy battles. This is a particularly sensitive issue for the confectionery industry, которая экспортирует около четверти производимой продукции. Besides, consistently overestimated the customs value of imported products, even under direct contracts. Time case some “thaw”, но в общем проблема остается. Все это крайне негативно влияет на объем оборотных средств предприятий.
– What raw materials are imported today confectioners?
– Abroad bought a lot of raw materials. We do not grow, eg, tropical nuts, cocoa beans. For economic development is absolutely normal situation, when a country buys abroad raw materials, and supplies for export the finished product. But our officials, probably, think differently.
– Can we call 2012 successful year for the industry?
– Difficult to call it a success. I can not say, that there have been some major changes for the better. rather, Confectioners are trying to hold the position. Reforms are difficult, there are still many processes regulated. So, in Ukraine there are still cumbersome and unnecessary sample Soviet system putting into production. There are many bodies, check the quality and safety of products, but none of them is responsible for the resolution of this issue across the country.
– What can change the situation for the better?
– We are waiting for the adoption of an important industry law on the reform of the food safety control system. The bill was registered in the Verkhovna Rada, but it was not accepted even in the first reading. it is now agreed to re. In the case of adoption of the law, unnecessary regulation of the market will be abolished, product manufacturing processes become much more transparent, reduced costs, and producer responsibility – increase. However, the adoption of this law is blocked, because certain interest groups may lose control over the financial flows.
confectionery (at least, big players) He has done everything in its power, to show maximum results, in particular, to conquer foreign markets. The modernization, certified advanced quality management system and safety. Ukrainian sweets very high quality and at the same time competitive in price.
– Which will give Ukraine access to the EU market?
– It is important to sign an agreement on association of Ukraine with the EU and its integral part – Free Trade Agreement. This will allow the Ukrainian confectioners to diversify its markets. Now we have been exporting mainly to the CIS countries, in Europe is very high trade barriers. However, the EU confectionery market capacity is much more, than in the CIS. Therefore, if we can create a free trade zone with the EU, it will be a very important step for the confectionery industry, and for the economy as a whole. certainly, compete in this market will be very difficult, but companies are ready to compete for a place in the European confectionery market.
– The lion's share of export in this case will go to the EU?
– It is hard to say. With the CIS market no one is not going away – it is very important to us. Companies are also actively working on the development of the eastern markets. However, the European market is very interesting, primarily due to the high level of consumer income.
